Chief People Officer, Alberta Gaming, Liquor and Cannabis Commission

The Alberta Gaming, Liquor & Cannabis Commission (AGLC) is the Government of Alberta’s Crown commercial enterprise responsible for regulating gaming, liquor, and non-medical cannabis across the province. Reporting to the Chief Executive Officer, the Chief People Officer (CPO) is a key member of the Executive Leadership Team and will help shape the future of the organization at a pivotal moment of transformation. The CPO will lead the development and execution of an integrated, enterprise-wide people strategy that strengthens workforce capability, enhances leadership effectiveness, and evolves organizational culture in alignment with AGLC’s strategic priorities. This includes oversight of workforce planning, organizational design, succession and leadership development, total rewards, labour relations, employee engagement, and HR operations, ensuring the right structures, skills, and systems are in place to support long-term performance and sustainability.

As a trusted advisor to the CEO and Board, the CPO will provide strategic counsel on workforce risks, organizational health, executive compensation, and people-related governance matters, while ensuring compliance with applicable employment legislation and collective agreements. With input from and in collaboration with the executive team, the role will modernize and elevate the HR function as a true strategic partner by advancing analytics, digital capabilities, and service delivery excellence. Championing a people-first philosophy, the CPO will foster a culture of innovation, accountability, inclusion, and continuous improvement – positioning AGLC as an employer of choice and enabling employees to thrive in a dynamic and regulated environment.

The ideal candidate is a strategic and forward-thinking HR executive with demonstrated success in a senior leadership role supporting the people impacts of major initiatives within a complex, multi-stakeholder environment. They bring a strong track record of aligning people strategy with enterprise priorities and translating long-term vision into practical, human-centred programs that drive measurable outcomes. An influential and collaborative leader, they have advised CEOs, Boards, and Executive Teams, led organization-wide people strategies, and successfully driven culture transformation, organizational change, and workforce planning initiatives. Recognized for their executive presence, and ability to build trust across all levels of an organization, they cultivate inclusive, high-performing teams and ensure people strategies are tightly integrated with business priorities. With strong business and financial acumen and a values-driven leadership style, the successful candidate will empower teams, build organizational agility, and position AGLC’s workforce for sustained success.
