Reporting to the Director of Building and Chief Building Official, the Executive Manager of Development Engineering and Construction provides visionary leadership to a dynamic team of section managers and professional staff. This role is instrumental in guiding the strategic direction and operational excellence of the Development Engineering and Construction division. As a senior leader, the Executive Manager ensures that engineering services, policies, and standards evolve in step with the City's rapid urban development. The successful candidate will bring a balance of strategic foresight and operational agility, supporting complex development and infrastructure approval processes in a fast-paced environment. Key responsibilities include overseeing municipal engineering design and approvals, negotiating development-related agreements, ensuring compliance with regulatory and fiscal standards, and supporting the Department’s long-term goals and continuous improvement efforts. The Executive Manager will also serve as a key liaison to Council, community stakeholders, and other government agencies, representing the City in a variety of public and internal forums.


The ideal candidate will have a degree in Civil Engineering and be registered as a Professional Engineer (P.Eng.) with Professional Engineers Ontario or possess an equivalent combination of education and experience. With over seven years of progressive leadership in municipal development, engineering, or construction—ideally in the public sector—they will bring a proven track record of inspiring teams, driving continuous improvement, and applying Lean principles. The role requires strong knowledge of urban planning processes, municipal servicing, and relevant legislation such as the Planning and Municipal Acts. Exceptional communication, negotiation, and decision-making skills are essential, along with the ability to interpret complex technical documents and convey information clearly to a variety of audiences. The successful candidate will be a strategic thinker with political acuity and a collaborative approach, capable of building strong relationships with stakeholders and delivering results in a fast-paced environment.
