Health PEI is the health authority for Prince Edward Island, Canada - a unified One Island Health System, dedicated to providing Islanders with the right care, by the right provider, in the right place. Health PEI is currently undergoing a period of significant transformation and measurable progress. In the past year (as of May 2025), over 419,000 primary care visits were delivered, more than 8,600 Islanders were newly connected to a primary care provider and wait times for key services such as MRIs and emergency admissions have been substantially reduced. Surgical capacity has increased by 36%, and the cataract surgery backlog is on track to be eliminated by 2025. These improvements are supported by a $1.1 billion operating budget and a $300 million capital investment plan aimed at strengthening frontline care and modernizing infrastructure. Central to Health PEI’s success is its people; 7,400 staff across the Island and working collaboratively with multiple health authorities and other provincial governments to deliver health services. Health PEI is seeking a bold, forward-thinking executive to serve as its Chief Transformation and Strategy Officer (CTSO) – a pivotal role at the heart of system modernization across Prince Edward Island’s One Island Health System. Reporting directly to the CEO and working closely with the entire executive team, the CTSO will lead an integrated portfolio that includes health system transformation, data and digital strategy, health analytics, and strategic planning. This role represents a unique opportunity to shape the future of healthcare on the Island by driving high-impact change initiatives that enhance access, performance, integration, and sustainability. From expanding Patient Medical Homes and reducing surgical backlogs to improving patient flow and launching virtual care, the CTSO is accountable for designing and coordinating the systems, tools, partnerships, and performance infrastructure that will support a high-performing, integrated provincial health system. The successful candidate will also lead the development of Health PEI’s new five-year strategic plan and play a lead role in regional collaboration across the Atlantic to advance shared innovation and capacity-building goals.


The ideal candidate is a strategic, systems-oriented healthcare executive with a deep understanding of how to drive transformation in complex, publicly funded environments. They bring experience leading multi-stream initiatives that intersect strategy, digital health, data, and operations – with a proven ability to move from vision to execution. Whether grounded in implementation science, data analytics, health system design, or digital health innovation, they are energized by the challenge of building integrated, future-ready health systems. A Master’s degree in health administration, public administration, business, or a related field is preferred. Collaborative and curious by nature, this leader thrives in ambiguity, brings people together around shared outcomes, and uses data to tell compelling stories that drive action. They are forward-thinking, humble, and unafraid to challenge the status quo in service of better outcomes. Experience in strategic planning, cross-sector partnerships, and high-level advisory roles will be a strong asset, along with a deep commitment to public service.
