Reporting to the Chief Administrative Officer, the Commissioner of Public Works provides strategic leadership for the planning, delivery, and continuous improvement of core infrastructure services, including transportation, water and wastewater, and waste management. This role ensures departmental priorities align with Council’s strategic direction, growth management goals, and long-term infrastructure needs. As a member of the Corporate Leadership Team, the Commissioner contributes to corporate-wide strategies and fosters collaboration across departments. The role is accountable for capital planning, asset management, service delivery, and operational risk management, while promoting innovation and sustainability. The Commissioner also manages relationships with municipal, provincial, and federal partners to advance regional priorities, and oversees departmental budgeting, workforce planning, and performance to ensure service excellence and financial accountability.

The successful candidate will hold a post-secondary degree in Civil or Environmental Engineering (or a related field) and a Professional Engineering designation (P.Eng.) in good standing with Professional Engineers Ontario (PEO) or equivalent. They will bring a minimum of 10 years of senior leadership experience in Public Works, municipal infrastructure, or government operations, with additional experience considered an asset. The ideal candidate will have a proven track record in infrastructure planning, capital forecasting, and asset management, along with in-depth knowledge of transportation, water/wastewater, and waste management systems. Strong communication skills, political acuity, and experience working within complex regulatory environments and multi-level government partnerships are essential, along with a collaborative leadership style that supports staff development and operational excellence.
